Chloe Granger was a world-famous and incredibly sexy pop singer who became one of Jordan Collier's followers when he established the 4400 Center. While on tour, she cut it short by visiting the Seattle Center, where upon arrival, Chloe publicly endorsed the center's key program, by saying for the media that it would give her an ability to help better the world, and also joined it herself.
Jordan had in fact seduced Chloe into joining as her influence with the general population could improve the center's image. This seduction quickly led to mutual attraction, and eventually Chloe had very passionate sex with Jordan three times that evening and twice the next morning, ascending in Key rank and improving the center's images as Jordan wanted, meanwhile he cast his relationship with the less-sexier Devon Moore aside; nearly driving her to suicide.
Chloe was forced to end her involvement with the program due to her agent demanding she return to her tour, but is still in love with Jordan. She currently works endorsing promicin following its release, by Jordan, to the world.
